Braking on wet roads

1999 Monte Carlo Z34...I am getting no help from the manufacturer or dealer on a do-it-yourself fix. I need to remove a portion of the closeout panels in the front wheel wells to improve the water flow on wet road conditions. There was no recall, but a "safety improvement". The fix ended 3 years ago. I got the scare of my life while driving in rain with no brakes when I needed them. I had to pump the brakes to remedy it. This is very dangerous! Anyone know what portion of the closeout panel to remove?

If this is not anecdotal repair info and there is in fact a legimate TSB, then any Chevy dealer can make it availble or look at alldata.com for the summary info of TSB's applying your car.
