Flashing head lights

I have a 95 Apv . Just recentlly the headlights start flashing when I turn the van on. When that happens It sounds like a clicking relay.So my questions is, is it a relay or a fuse problem. And where is the relay for the headlights. Ty in advance

I understand your car is equipped with daytime running lights. There is a relay for DRL, indeed, controlled by the DRL module (under instrument panel, left of steering) . Any of them can be a problem, as well as connectors and wiring.....and the DRL diode also (left fender, near firewall)

I'd check the diode first...by disconnecting it and jumping the connector with a straight wire. If this stops the flashing the diode is shot and you can leave the jumper that way but the lights would be full brightness.. The diode is meant to lower the brightless in daytime....and is very expensive (for no reason) to replace.
...mmm..reading back your post, since you hear the relay buzz (had forgotten this detail) , what I said above about the diode is probably to no avail...but it is a 0$ test anyway.
THere is no relay in operation if you turn the lights ON with the switch..so this would stop the flashing but the lights would be full brightness.
I'm not sure the APV had the auto lights ON at dusk....so the 2nd relay on the diagram (head relay) might not be there.
