Tube goes to nowhere on bottom of Evap charcoal canister

There's a tube on the bottom of the Evaporative Emission charcoal canister that goes to nowhere and actually fell off. I put my finger to it and there was a vacuum. Anyone know where it's supposed to go?

Oh yeah, it's a '91 Geo Prism... sorry, forgot to mention that
