Power when off, no Power when on

I own a 94 Cavalier and we just got the first cold of the winter season so my car has decided to act up.

When I turn the car on I have no power to my wipers, heater or stereo.

When I turn my car to just battery power I have all of these functions.

I left it in a heated garage for an hour thinking maybe something froze up in it and still have the same problems.

Does anyone have any ideas of why this woule be happening??

car on as in KOER (key on engine running) or KOEO (key on engine off)?

is battery power KOEO or ACC position?

I saw a bad ignition switch cause that on a similar vehicle.

It does appear to be the ignition switch. If I work some magic on it the power comes on to the functions no problem.
