car starts, nothing else works?

i have a 98 elantra, and when I start my car the lights, the heater and wipers don't come on. this doesn't happen all the time, and if i let it run for a while they start working? could this be an ignition switch?

Cannot answer for your Elantra, but on my '96 dodge Caravan a lot of the accessories wire off of the ignition (electrical) switch, I had issues with no HVAC or Radio and if I turned the ignition off and then on again all was OK. I replaced the switch and solved my problem. Get a wiring diagram (Haynes or Library) for your car and see what wires off of that switch.
