E150 Starting Problem - Turn over but no 'ignition'

My 2001 E150 engine 'turns over' but will no ignition. Its as if no gas is getting to the engine. I don't think gas is the problem. I have been having problems with either the solenoid or the starter motor - it takes several turns of the key to get the engine to start 'turning over'. Last year ( with the help of Automotiveforums ) I removed and cleaned the ICV and everything was working like a 'champ'. Seems this problem surfaces either as a result of (a) cold weather or (b) non-use of the vehicle for several days. Gas filter?

Help please!

The plugs could be icing up. Fuel combustion forms water and if it fires a few times and then quits the plugs will ice up. The trick is to keep it running so this doesn't happen. Some starting fluid may help. I disconnect the wiring harness to my coil and turn it over a few times to get fuel into the cylinders and then hook it back up. Works every time.
