97 Accord turn/no start

I've got a 97 accord (4-cylinder non-VTEC) that will turn over, but not start. The battery is good, and the terminals are adequate. There's oil on the #3 spark plug, but other than that all four are in good condition. As a test, we unplugged the #4 spark plug sleeve and checked it for a spark while trying to start the engine and found none. The air filter, while dirty, is also adequate. I would just like to know anyone's thoughts before I start taking this thing apart. Thanks!

You did not mention fuses. Did you check them.

The next step would be to go after the ignition coil I think.

Sam, Thanks. The fuses are good. The ignition coil came to mind, but I don't know how to check it, or what exactly I should be looking for.
