97 Silverado won't start

It's definitly a fuel problem! I have the CSFI system, I can spray starting fluid in the TB and it'll start fine then die when the fluid runs out. Although I need to put a pressure tester on it to be sure, it's not the fuel pump. I can hear it and it sprays strong. The filter is new. A clogged or bad injector wouldn't keep it from starting, might run like crap but it would still start. It's not bad gas, and yes it has gas. It get's fuel up to the meter body, so I believe I have it narrowed down to either the pressure regulator or the meter body.
What do you think? How could I test them?

Most auto parts stores will let you borrow a pressure guage (technically you buy it, but can return it for a full refund once used). With these injectors, the pressure has to be dead-on for it to start.

well...got access to a pressure gauge and sure enough, the pump isn't delivering but 40 psi. Thanks for the help.
