is it okay to spray automotive urethane over decals that have been applied with solveset?

Yes to the solvaset part. The real question is whether the decals will react to the urethane - nobody can positively answer that.

Just follow previous recommendations - apply several light mist coats over the decals first.

thanks freakray! I'm gonna test it on a practice body before I spray the model. it seems that the solvaset made a small tear in part of the decal....hmm

If you touch the decal when it is still wet with Solvaset, it is likely to tear, solvaset won't tear the decal in itself as it only soften the decal - over zealous handling of the body while the solvaset is working can however cause the decals to tear or deform.

For reference, I handled a part I had decalled last night an hour after the solvaset appeared to have dried and the decal was still soft enough to damage (fortunately, it was a decal which I have multiples of).

As for the testing, you need to test the clear specifically on the decals which you have on the body, simply testing on another body won't answer much.
