locks not cycling

i have a 1997 yukon and i am trying to program a keyless remote but when you jump #4 and #8 on the data connector the locks will unlock and not lock (they dont cycle all the way)...when you are just pushing the lock and unlock button on the doors (not trying to program) they lock and unlock like normal....but they will not cycle all the way in the programming mode just unlock any ideas ???
