91 SSE Tank straps

Any tips on removing the gas tank strap bolts?The bolts are turning and I can't get a wrench in to access the nuts. The car has the leaking gas line symtom! Is drilling the bolts out or cutting the straps my only recourse?:banghead:

Upon further review ,and to pass on information. The nuts are the clip type and the clips are deteriated.The bolts or the straps will have to be cut.Cutting the straps is the safer option and new ones are available at Autozone. Hope this information can help someone else.
