Aveo power steering noise

2004 Chev Aveo with noisy power steering
Moans when vehicle is cold within a few seconds of start-up.
**Power steering system was drained and refilled during engine replacement. Conventional power steering fluid was used.
** Noise became more obvious because vehicle was being driven more.
** Flushed and refilled power steering with genuine Dextron IV (synthetic) steering fluid. (GM recommended fluid)
** Vehicle still moans & has air bubbles in resovoir tank.
** Still seems to make noise at all times.
Please help with ideas...

Is there a belt that needs to be adjusted? Maybe tightened?

hmmm well all power steering pumps make noticeable noise when cold but does this seem like an extremly loud noise?

It's about 3 times louder than normal.
I did hold the wheel (while running) all the way to the right for about 5 minutes. This made the power steering pump become very hot. After I released the wheel, the air bubbles, and noise were much less.
Still makes too much noise.
