GTI all the way. Better looking, more compact, handles amazingly, and it is a VW (I drive a GTI :) ).

i'm obviously biased, but what about an LS1 camaro or trans am? you should be able to find one with relatively low miles easily for $15k, and in great condition too. i definately think they both have better styling than a skittle or a gti 1.8t, and i know they'll be considerably faster in stock form. either way g'luck hunting.

You have a lot of options with 15 grand. I'd get a WRX in that famous rally blue, personally.
SRT-4 is a good choice for the money too. Probably not too many around with low miles unless it was a track car.
Assuming that's the same 1.8 turbo used in the A4s, it has a big aftermarket and can see much bigger power numbers. VWs/Audis have electrical issues on many of their vehicles though. Good engines, but still hard to call them reliable. If you consider a VW, then you should consider Saab's too. Probably want a 9-3 from 99-02 since you're concerned for power. The majority of their models are turbo equipped. Viggen models carry the highest numbers. SEs are 175 i think? The numbers should be comparable to the 1.8T in the A4. Plus they are partly owned by GM so parts won't always be as expensive as the European competition.
I also would look at Trans-Ams. I've seen models run between 11k-15k up here that were low miles and always garage kept.

LS1 F-bodies are fast no doubt. However, a completely different kind of car. If you want a fast car in a straight line, they are a great choice. If you want a car that is quick but can handle too, a F-body is definately not the way to go. I personally would pick the SRT-4 because it is a lighter car, can be modded very easy, and with a little work is not too shabby in the corners.

i can vouche for ls1 f-bodies not being very good handling cars,, but i wouldn't go as far as to say an srt-4 is any better. fwd + a stiff chasis causes a lot of torque steer issues on the skittle's stock suspension. with price, speed, handling, and styling, you're always gonna have to compromise one for the another tho.

SRT-4 is not neccessarily a champ at handling but having driven the SRT-4 and riding in a F-body, there is no doubt in my mind that the SRT-4 handles much better. Partially due to the fact that it is not a drag setup car and it weighs far less.

Honestly the GTI would be the smarter bet. The SRT-4 should be bought it you plan on having fun with it. The GTI is more of a car that can be driven each day with out wanting to modify and race.

Being a turbo Mopar guy I have to say the SRT-4. Nothing beats being able to mod your car with crap you can buy at Home Depot.
