1993 Oldsmobile 88 Royale LS-Sluggish

We have a 1993 Olds 88 Royale LS that is our around town car. Every once and awhile it doesn't want to shift out of first or second gear when it is first started. All we have to do is pull over for a few seconds and then it is fine. We do not even have to turn it off. Just pull over and stop for a few seconds. It also does this sometimes after sitting at a red light. Any help would be appreciated. The car has 119,000 miles.

also when was the last time u had a fluid and filter change? i had one do the same thing 3 weeks ago and i did the change and substituted 1 bottle of trans fluid for trans x trans treatment and no more problems
