Websites can be easy or hard. I'm the web master for Budweiser in Chicago and I also do freelance website work. I've done everything from super easy (basic html)to major hard (flash, php, mysql, xml, xhtml, css).
If you want something really simple and basic, programs like Dream Weaver, Frontpage, and some other ones will help out. I hate those programs with a passion since they don't utilize css and xhtml to it's full potential. Plus they like to add random characters (like spaces) to places where there shouldn't be. I despise these programs and actually learned how to make websites by hand coding everything. No programs used. :)
If don't know know much about web design, I would say use one of these editors. First websites always ALWAYS suck. I would recommend looking around online at a ton of sites, just do random searches and look for something that you would like to copy or mimic. This will give you some kind of "base template" to start off with.
You'll also want to make a site map before you begin. Be something like:
-Home
-News
--Headlines
--Archives
-Articles
--Bolt-ons
---*Turbo
---*UDP
--Tuning
--Tune ups
---*Oil Change
---*Brakes
-Contact
Something like that. Just so you know how many pages you'll be making, have successful linking, and be able to base pages off of another page in your own site.
There's lot of tutorials all over the internet. Take it slow, don't over think, and don't try to reinvent the wheel. Since this is your first one, go super easy and expand later.

Your looking at a pretty big task here man. I made the website for champlin park youth hockey and it took me quite some time. It is fun tho to see a finished product. Semicolons in the wrong spot or just not there at all made my hit list during this project lol. You have a server and the works to keep this thing up and running?
*EDIT*
I wish I could show you my work on that site, but I just looked and since I have left that job about a year and a half ago, they have gone with a template program, making the website boring and uniform. stupid

EditPlus or Notepad for the html or whatever coding you will use, WS_FTP to transfer files to the server, a hosting service, and possibly a graphics program.

I have taken many web design classes using many programs, but mostly dream weaver. Yuck. Hand design is much more tedious but gives better results and your more involved. But careful, it may be confusing if your new in this field. Dream Weaver does make stuff quite a bit easier IMO.

Speaking of everything DSM website, what in the hell ever happened to DSM-ONE? And how's DSM3D doing Dave, still working on the 4g63 part?

I knew that was going to come up. ;)
I basically have to rewrite budchicago.com and get everything up and running by January 1st. I've had so many projects going on. Plus I finished school this year, which I had to take time off for that. Maybe next year I can get some more stuff done on it. I've got some new ideas and stuff too that I may implement. But money drives the weak. Money being, well money, and the weak being me.
Notepad is what I use for coding. Actually been using Dream Weaver a little more, just because it has that built in syntax checker, so if you don't close a function or script, use quotes in the wrong place or what not. When you work with queries, every period, quote, single quote, and space makes a difference. Very fun though IMO. Never use DW for GUI editing though. Just pointless there.

I actually finished 99% of the coding for dsmone earlier in the year. It's whats been powering novaslp.net (different display template). So the backend is done. We just never put it all together.... should get to that sometime but I'm crazy busy...
