No Fuel Through Injector--No Start

1990 geo metro 3 cyl. auto. wont start. Have spark to plugs. Timing & belt ok. Battery good. Cranks over ok. Gives code of 23& a 32. Fuel to tbi. Injector will not operate. Starting fluid& gas added to fuel bowl, but engine would not start that way. Just fired or "HIT" a little? Fuses ok. fuel relay ok. fi. relay ok. So--------- PLEASE give me a plan of attack and proceedure to see why fuel wont go into injector. ECM test? voltage tests? where and how? I need some advice on what to check and to look for on this no start. I have no moneyfor a GOOD manual, my haynes is practically useless. The local library has nothing usefull either. PLEASE, help me get onto this problem. Thank you to everyone.
