Horn keeping honking!

I have a '99 Rodeo and had to disconnect the horn because it was blowing and wouldn't stop. I assumed one of the relays were stuck. The relays are okay as tested by and elelctrician-relays in the "ALARM BOX" located on the passenger side beneath the dash.
With the relays connects and the horn disconnected I can hear the relay clicking when the horn area in the steering wheel is depressed. Any suggestions to resolve will be greatly appreciated!

Funny story... 330 in the morning and horn goes off and I thought I heard the door close. Called 911, grabbed a bat and headed outside to confront the theif..no pants on so I turned around and got some clothes on along with shoes to fight the thief. The cops show up right at the same time but nobody is around the APT building.
A week or two goes by and it's the night before Thanksgiving (Thanksgiving Eve?) and at 430 the horn goes off again. I head out slamming on the horn inside and it finally goes off. On Thanksgivng around 430 in the afternoon, horn goes off again. I decide for my neighbors sanity to pull my horn fuse to stop the nonsense.
About a week later, lights are dimming to engine idle so that has to be the Alt. I take it in to my mech and he agrees that it's the Alt. First Alt does not charge, second one does not charge either so he is scratching his head. Turns out (so he says after I told him the horn story and he is chargeing me a extra hour of work) that the fuse not being in there caused the Alt not to work but the reason the horn was sounding was because the Alt was overcharged and pushing back power to the horn....
So, to sum it all up, Your Alternator might be going out

^^ I don't even think thats possible but I guess you never know with these rodeos and their alternators
