2001 Turn Signal Issues

My turn signals on my Jeep Cherokee Sport are working intermitently. I have seen where someone has suggested replacing the clockspring. Is this correct and can I get more info on this type of repair?

I would start by checking for a short in the steering column that goes to the turn signal switch.

Is there a good proceedure for doing this? I have an old vette that I am pretty handy with but this is 6 months old to me. I have the Chiltons book but didnt find much in the troubleshooting dept.
