2003 Dual Temp controll not working

I have been having trouble with the dual climate controll in my 2003 Sierre 1500. It seems to the AC when set between 60-89 deg. The heat does not come on until the dials are set to 90 deg. There is no mid temp settings that work. Is there something I can replace to make this work better?
