95 Ranger Wont Start

I am trying to help someone get their truck running. It is a 95 Ford Ranger v6 3.0 liter engine. They recently replaced the fuel pump and ignition start sensor. When you turn the key the engine cranks but it will not start. Does anyone have any ideas? Also what kind of scanner does it use? Is it OBDII or OBDI because on Actron it says it is OBDII. Thanks.

Car manufacturers started the swap to OBDII computers in 1994, ramped up in 1995, and finished (to comply with federal law) in 1996, so if it says OBDII and has a standard OBDII port, it's an OBDII-compliant computer and you'll need a scanner that'll work with that.
Have you checked for fuel pressure at the rail, spark at the plug/voltage at the plug wires? Have you double-checked to make sure the wiring harness for the fuel pump was plugged back in and there isn't a clogged fuel filter or anything like that?
Those are all the ideas I have at the moment, but I'm sure other people here have more. :)

do you hear the fuel pump kick on when turning the car only to the acc on? should be a humm from the back of the truck.

Check behind the drivers seat for a black plastic box on the cab wall, I believe this will be the automatic fuel sensor cut off switch. Try resetting it, there is a button there. If you google Ford Ranger fuel cutoff switch, there is a photo display I believe in therangerstation.com.
