98 Sebring ABS problem

Hey guys,
I'm running into this issue with my sebring convertible and no mechanic seems to be able to figure it out. When I'm going below 40 or 50mph the brakes are okay but when I'm going on the highway at around 60 or above and if I have to brake suddenly to avoid something, the ABS locks up and kicks the brake pedal up. It stays that way for a minute or more where I cannot push down on the pedal. After a minute or so, the ABS light comes up on my dashboard. After that the brakes work fine but before that, from the moment it locks up till the light comes on, I can't stop the car, the brakes barely work. I've had it looked at in a couple of places but none of them can see anything wrong, apparently the brake pads are at 75% and the abs pump looks fine too. He said there were no error codes that showed up either. Anyone else aware of this problem?
