Headlight Problem

I've just recently changed the headlight and disconnected my fog lights. I disconnected the battery before doing any electrical work. When I plugged in the new light and started the engine the lights worked fine, HOWEVER I cant turn them off!
0 = full beam
side lights = side lights on
full beam = full beam
Any suggestions?
