1997 Plymouth Voyager strange drain pipe on firewall?

Sorry for all the recent questions and new threads.. like I said before, I just got this vehicle, and I am slowly learning what's underneath the engine and also difficult when you don't have a owner's manual.
I notice a wet spot underneath the van (on the pavement). I opened the hood and found exactly the spot where the wet spot is being caused by. Its coming from a strange open pipe sticking out on the passenger side on the firewall, behind and close to the first spark plug (I provided pictures below to ishow where this pipe is and also a close up in two different angles).
Can you guys tell me if this pipe should be exposed this way? Is this normal? Thanks in advance.

Yes, this is normal. It is the A/C condensate drain and is where your also normal puddle of water comes from. You're in trouble when the A/C is on and you don't get the puddle underneath.

I think Plymouth probably didn't choose the correct place for that drain pipe. Because I see that where the pipe is positioned it is above some other metal that it's underneath it. Rust is an issue with metal.

You could put an elbow and extension on it to direct the water where you want it.
