Running Rich

I have a 95 chevy Caprice, I have change my O2 sensors and my catalytic converters and my car is still running rich. I also have put fuel injector cleaner in it. When I just drive around town, it not burning the fuel like it is suppose to but if I am on the highway I have no problems. I am averaging about 11 mpg. Someone please help me!

Welcome to AF, I am switching this to the Caprice forum where it belongs. Also post the engine size.
