installing monroe sensatrak shocks

I thought the info I'm seeking might have broader meaning than in my original thread " 1991 Pa shocks replacement. - air hose".
My instructions say that the shock is shipped in a locked down position and must be extended. "to extend remove external tie down or rotate the upper end rod counterclockwise". My shock had no external tie down and rotating it produced no visible movement. I called two advance auto part stores but the personel I spoke with said they were not familiar with the shock. One store called a third store and was advised that the shock shipped extended. Can any one help me out before I go ahead and install.

Most come with a wire tie to hold the strut in the compressed position, however, if the wire tie is not there, someone must have removed it. You can check to be sure the piston is fully extended by turning the top part of the strut in the counterclockwise position. If it does not extent any futher, go ahead and install it as is.
