'03 downshifting

The tranny in our '03 Forester always is reluctant to down shift on hills and heavy acceleration. I'll be on a straight away, give it full throttle with no transmission shifting, then I'll have to let off, then hit it at full throttle again to get it to downshift. It seems especially bad compared to other vehicles I've driven. Does anyone else have this problem/notice it?
