aghh someone help me!!

alright hers the scoop..just got this car which is a 97 civic hatch with a d16y8 in it. During normal driving everytime i come to a light or stop the car the revs stay up (dont have a tach so not sure ecavtly but you can hear it) for about 5 seconds then it flutters back down to normal idle..it does this everytime i stop the car! Ive cleaned the TB with cleaner and made sure everything i see it tight. but is still does it! ALSO i noticed that the vtec solinoid (im assuming its to the top left of the valve cover) is not hooked up to anything. its got a wire comming out of it with a green plug on it..not plugged into anything! this is my first honda and i liked the car up untill i noticed all this shit happening..can anyone lend a hand?????

You might want to get your idle air control valve checked out. As you can tell by the name it controls your idle speed. It's located on the back of your intake manifold.

You may want to clean out the inside of your throttle body too!
