Had a similar occurence on a Hyundai Elantra and the 17" wheels did not fit down tight on the axle hub, I had to buy some hub centric rings to solve the problem.

Another thought. Do the lug nuts fully seat on the new wheel, that is do they go all the way in a nd press on the wheel, allowing the wheel to be tightly pulled up to the hub. On the Elantra, the lug nuts were tapered and did not fully seat once the threaded portion would no longer turn and again the wheel would wobble. Get the front end off of the ground and try and wobble the wheels, see if they are really tight with no slack.

Does it only happen on rough surfaces? Have your wishbone(control arm) checked as this stops some vibration getting to the steering wheel, 17" 225 can give more feedback from the road also.
