Mile Marker Hubs

I bought some mile marker hubs for my 91 tracker. What's the best way to put them on? The tracker hubs have the cone washers that won't work. Would lock tite a lock washer and bolt work? The lock tabs that come with it don't look like they would work too well. They have no place to lock against once the tabs are bent. Has anyone put Mile Marker Hubs on their tracker?
