car wont accelerate

i have a 95' cutlass supreme that wont accelerate very much and the tachometer wont go past 3 and then it starts chugging. whats wrong?

Welcome to AF.
Engine, mileage would help....
Try checking/replacing the fuel filter.
Might be a cloged air filter.
Could be a blown engine.
