95 Starter Relay question

1995 Voyager 3.3L 4Speed trans. 181,000 miles.

Intermittently the starter will click when attempting to start engine. Will a starter relay act like a bad solenoid (clicking when trying to start)???

Also when looking at relay's I found a trans relay in the relay block, can anyone tell me what the relay actually does. I am assuming that it allows contact from ignition switch to TCM.
