1988 Gta

Hi there. I recently came across a 1988 Trans Am GTA for sale. I have always wanted this car and I'm considering purchasing it. The Ad says that it's a california car or it came from california. Is this a bad thing? I've read in a couple books that in the muscle car era, california cars would have decreased HP due to stricter emmisions laws. Is this true? Also would you think this car is a good price (I will post the link.)? By '88, emmissions standards were pretty much the same throughout the country. There may be some subtle differences, but nothing like the '70s stuff. An '88 is a good car for performance. Not much on quality of construction (all 3rd gens).
