Help!

hey guys.
been trying to find answers to my Qs and decided to post something.
i have a 89 wrangler islander with a I6 4.2 5 sp. i bought it and changed the plugs and wires and ran carb cleaner through it. well it failed the echeck. the hydrocarbons were like 500 ppm. i need to be under 150 ppm. hahaha yea so im pretty sure this means that it is being ran to rich. at idle and when driving there is just gas spitting out of the exhaust. somebody told me that it could be the carb choke plate is bad. well i ran the car and got it up to operating temp and i removed the air cleaner and the choke was operating fine. when i turned the engine off though there was a puff of gas that came out of the carb. the air cleaner also has gas in it. i do what i can with wat i know. this is beyond that. any ideas what this could be??

EGR valve? If it's clogged and not recirculating the vapors back through the carburetor, it could make it run rich.
