'92 Rodeo 3.1L V6 Erratic Idle

Hey guys, new member here. I just bought a '92 Rodeo and am trying to work the bugs out on it. So far I have replaced the fuel filter, air filter, vacuum hoses, and some other things. IAC was replaced by the previous owner. Previous owner also installed some bosch platinum plugs. Now the issue. The idle is erratic and sometimes goes up to 1,500 to 2,000 rpm in neutral. No check engine lights. There is also an oil leak near the distributor somewhere. What do you guys think? TPS?

I found the problem by chance. A wire coming out of the fusebox in the engine compartment had a loose connection. Looks like someone ghetto spliced it.
