building a website, or aquiring free templates for frontpage

Im interested in making a web-site for my bosses car sales department... but i'd like to do it as cheap as possible...
heres what i think the steps are:
1. find, edit template to my likeing
2. find web-hosting
3. pay somebody to be placed in good search-engines...
is this about right? and how do I make an attractive web page that can have pictures people can click on to see more details about the cars we sell? we're also a repair center... and my boss is a little behind in the times... I'd really like to help make us visible on the web. Thanks for any help or advice.
