Cigarette Lighter problem

I have a 1998 Grand Prix GT. It has three lighter receptacles up front - one on the passenger side near the floor, one in the ash tray and one in the overhead bin. Only the overhead works. Can anyone tell me how to remove the other two to replace them or could it be a fuse problem? I overlooked the fuse problem since the third one works and I am assuming they use the same fuse.

Start by checking the fuse marked CIG LTR (15 amp) located at the fuse box by the glovebox. It feeds the one by the ashtray and the floor console for sure. I'm not sure if it feeds the overhead which may be on a different fuse. I'd have to double check the FSM wiring diagrams.
Update:
The overhead power receptacle is on a different feed. It gets 12 volts from the AUX/CNSL fuse.
Also, the CIG LTR feeds the odb-ii ALDL datalink port. Which means if you hook up a scanner it will not work.

Thanks. I pulled the fuse which I thought was the one but it dropped and I lost it somewhere in the area. I replaced it with a 15 amp spare but it still did not work. Looking at the fuse box, is it the fuse in the fifth slot on the left in the first column from top to bottom?

5th row down. First fuse on the left hand side after the column with the circuit breakers.
