Front Axle - Vacuum Line Open

My Discovery Idles rough when cold and the gas milage dropped several months ago. I've found a plastic tube on the firewall that goes down to the Front Axle? Is this a vacuum line because it is an open tube on the firewall. Did something fall off?

There vents, there not supposto be going anywhere.
