1.9 lx TD 1997 start problem

hi, i've just bought this car ^^ and drives fine but, its not starting. it cranking fine but not starting, i have checked the plugs and the battery, they all seem fine, i checked the plugs going to the pump and i'm getting battery voltage but still no start. it seems that its not getting any fuel as i losened a fuel pipe which should gush with fuel when i try starting but none came out. the strange thing is, is that it will bump start every time. i wondered if maybe the there was a fault with the anti theft device not allowing fuel but get confused that it will bump. it will start sometimes tho, also, the rev counter drops while driving occasionaly, more as of late, could this be related? i dont know if the rev counter is connected to the anti theft device or not.
any help would be amazing, my head hurts from scratching it too much about this problem.
