97 Blazer won,t start

I have a 97 S-10 blazer that won,t start. It will run on starting fluid. I replaced the fuel filter and do have gas coming out of the filter when the key is turned on. It has a 4.3L V-6. Any ideas?

ThanksFirst step would be to check fuel pressure and post the results.

Pressure is 70 psi after the filter.
