speedometer problem

i have a 98 blazer and my speedometer doesnt work .i been driving with out it since i got the car,at first i thought it was the vss but i changed it and the engine light doesnt come on . i check the wire of the vss looks good .i need to fix this because i have to do inspection soon .oo i change the cluster to see if that was the problems nothing.the tranny shift good. what to do!!!!
