The turn signal flasher should be located in the area at the left side of the steering column up in the dash. So look some more and you should see it. The hazard flasher to the right of the steering column.

It is behind the dash as BNaylor said. It is not super easy to reach. Basically you need to get a good flashlight and a screwdriver and lay on your back looking up under the dash with your feet over the top of the driver's seat. Look to your right near the wall of the car nearest the driver's door and then up into the space behind the dash. Do you see a metal round thing? That is your flasher. You need to pop it out of it's holder, which consists of two pieces of metal. Pop it towards the rear of the car and it should pop out. Once out, reach your hand up and work it down as far as it will go and then remove the wiring harness. Once removed, leave the wiring harness down low. After you replace the flasher simply push the flasher back up and flip it over some loose wires--there is no need to put it back in it's holder and besides it is very difficult to do so.
