What is this putty used for and how do you apply it?

It is mainly used for filling in gaps and sometimes it can be used for scratch building, depending on what needs to be scratch built.
I usually just apply it with either a tooth pic or my finger, I have used a thin straight piece of plastic before but it didn't work too well.

THanks for the help. The whole time i been doing it wrong. I squeezed it out of the bottle and on to the car

It's really hard to control the amount you want to apply, isn't it?
I use dull hobby knife most of the time, but tooth pick is also useful. I sometimes cut the tip at a desired angle to make my own disposable mini spatula.
