rear brake locked up

My dad has a 1991 Metro and one of the rear drum brakes is locked up. He said the ebrake cable that goes to that side is really tight so he thinks its engaged and stuck. the three other brakes engage fine when he applies to pedal. he cant find a way into the drum to investigate. any advice or tricks he should know about?

*I am not familiar with how the e-brake cables attach to the lever in the cockpit.* But that sure is the first place i'd look. I can't imagine how something gone wrong in the cockpit would keep the cable taut like that. If you can't release the cable from the inside (after removing the plastic cover and poking around - it may have latched onto something it shouldn't have?) a slide hammer would be your next best option and if that doesnt work you will probably need to cut the cable with a pair of bolt cutters to remove the drum. BTW - the dust cap and spindle nut must be removed for the drum to come of (just in case you didn't already know). Some others here will probably have some more insightful things to say - just sharing my thinking aloud.
