1993 olds ciera shear a rub on wheel

I hear a rub ob driver side while going slow, when i get up speed it sounds like a faint whistle. anybody have any ideas and ifnyou do can i fix it?

Welcome to AF, if it is the front pull the wheels and look, what other way is there to attack this. Only you can hear and pinpoint this noise.
