94 caravan trans problem

hey guys I have a 94 caravan 3.0 motor. The problem is when i put the trans in gear it goes into first gear and moves but when it shifts into 2nd gear i lose all trans functions except reverse. when i turn the ignition off and restart the van i have first gear again untill it shifts into second again, anyone have any ideas on what is going on with it. I changed the filter and fluid it was clear and unburnt. It is a 3 speed automatic with the overdrive button on the dash.
