Brake Issues

I have a 2000 Kia Sephia and while driving to work I had no brakes pedal went straight to floor. Pumped and they came back. Now the issue is that when I apply the brake the rear passenger wheel sounds like it locks up and wont move but then it breaks loose. What could the problem be?

slave cylinder on the malfunctioning wheel???
