check engine light 1995 Formula

When the check engine light comes on the fans go on ultra high speed.
Changed both cooling sensors, map sensor, and ECM. No luck fixing problem.
This even happens when engine is first started.

The fans are meant to come on when the check engine light is triggered. You have to scan the car to see what code it is giving. Probably something stupid like a blown air pump fuse but stop throwing wasted money at the problem til you see whats causing it.
