94 luggage rack peeling

Is it just me or is every 91-94 explorer have a peeling luggage rack? I sanded it and sprayed it with engine enamel and it still peels off only 2 months later. Any ideas? I'm 2 seconds from taking the stupid thing off.

Try stripping the existing paint off, sand the metal and apply gray primer to it before finishing it off with enamel.
