1994 taurus wont start

Ny 1994 Taurus will not start. Battery is brand new, and there is full power to everything but the windows, radio, and when you turn ignition nothing happens.
All thye wiring under the hood has been traced for a shorted wiring, and there is nothing that is obvious.
The 60 amp maxi fuse both blow as soon is put in.
Any ideas?

Welcome to the forum!
It appears that one of the 60-amp Maxi Fuses is for the headlights and the the other is for the ignition switch and HVAC blower motor. The Maxi Fuse for the ignition switch/blower motor then feeds numerous that are powered when the key is in the Run position or the Run and Start positions.
If the Maxi Fuses are blowing without other fuses in the cabin fuse panel blowing, your wiring short must be somewhere between the engine compartment fuse panel and the cabin fuse panel, headlights, or blower motor.
You're likely going to want a wiring diagram to track this one down.

The cover of the maxi fuses indicate both are Ignition Fuses,
These fuses that are blowing are in the Engine Compartment
