varible tumble control solinoid

i have a 2001 mvp van that has this code,the dealership charged $700 to not fix it.another shop charged 400 to not fix it.i have ordered a auto enginuity scan tool,but i need the service manual info for this.if anyone can help me i would be greatful.or has anyone had this same problem and fixed it.thank you.
